Project Manager - structural improvements

Job description ## In order to support the structural improvements sector of the Direction de l-agriculture, de la viticulture et des améliorations foncières (DAGRI), we are looking for a project manager. Land improvements in the canton of Vaud aim to improve living conditions and the economic situation of the rural world, particularly in mountain regions and peripheral regions. They group together development, construction, and land property reorganization measures, serving agricultural production and respecting resources. Within the DAGRI, you will contribute to guaranteeing the quality, compliance, and sustainability of structural improvement projects, while participating in the evolution of the sector's practices and tools. You will intervene at the crossroads of project monitoring, control, analysis, and consulting, in collaboration with DAGRI teams, authorities, and the various partners involved in the projects. Your expertise thus allows for the structuring of processes, securing public investments, and accompanying project holders in the realization of their works, while contributing to the evolution of the regulatory framework and the sector's practices. Responsibilities ##   • Design and implement an internal control system for the structural improvements sector, ensuring compliance with applicable legal bases, directives, and procedures, as well as contributing to the integration of the sector's procedures and processes into the future subsidy information system (SIS). • Design and implement the control mechanism for subsidized projects in such a way as to guarantee the compliance of the works carried out with the subsidy decisions, their use in accordance with the intended allocation, and compliance with maintenance obligations. • Elaborate, update, and disseminate technical documentation for the sector in order to make requirements and obligations clear and accessible to project holders. • Contribute to the modernization of the legal and regulatory framework for land improvements, notably through the analysis of the existing mechanism, comparative studies, and the formulation of proposals for evolution, in collaboration with the legal unit. • Advise and accompany public and private entities, clients, and project owners, in the design, planning, implementation, and monitoring of their land improvement projects, particularly on technical, administrative, legal, and financial aspects.   You will find further information in the job description, by clicking here. Qualifications ## • Higher education EPF or HES in an engineering field (agronomist engineer, civil engineer, forestry engineer EPF or HES) or training deemed equivalent. • Approximately 5 to 7 years of experience in managing construction projects, ideally in the fields of rural engineering or civil engineering. Experience in the field of auditing also constitutes a relevant profile for this position. • Excellent analytical, synthesis, and writing skills, with an aptitude to analyze processes, develop procedures, and produce technical documents. • Interpersonal skills and a collaborative spirit, allowing for work with various interlocutors. • Global vision and sense of perspective, with a good ability to understand issues as a whole. • An understanding of written German is an asset.
